ベトナム、物品ラベル表示に関する規制の改定

2021年12月9日、ベトナム政府は、物品のラベルに関する政令43／2017／ND-CP（政令43）の一部の条文を修正・補足する政令111／2021／ND-CP（政令111）を発行しました。政令111では、以下のような注目すべき点が定められています。
- 第三国へ輸出するために保税倉庫に輸入される物品のラベルは、不要になりました（政令111第1項第1条）。
- 輸出物品のラベルは、輸入国の関連規則、および政令111第15条および第18条に準拠することとされました。政令43には、輸出物品のラベルに関する規定はありません。
- 政令111は、国内生産品、輸入品、輸出品のラベルにおける原産地表示方法についてのガイドラインを規定しています。
- 政令111により、さまざまなタイプの物品のラベルにおける記載義務内容や、物品組成に関するラベル表示方法、また、技術仕様や情報、衛生・安全上の警告の代替表示方法についての規定が改定されました。
- 政令111では、輸出されない物品、または、返品された物品で、ベトナム国内で消費される場合には、「Made in Vietnam」の表示が不要となりました。
政令111は2022年2月15日に発効します。政令43に準拠して2022年2月15日以前に印刷された物品ラベルは、2022年2月15日から2年以内であれば使用することができます。
