The Indian AI ecosystem can unlock the power of AI by increasing access to open and proprietary datasets.
In brief
Enabling access to open and proprietary datasets is critical for the AI ecosystem to realize its economic and competitive benefits.
Countries leading AI development leverage data ecosystems better by enhancing institutional capacities, data governance, data privacy frameworks and access to data.
Governments play a key role in facilitating greater access to datasets for advancing AI models and fostering impactful AI applications. The private sector efforts need to complement this role – developing better systems and capacities to leverage internal data. The right incentives and safeguards may help open-up access to proprietary datasets in the AI ecosystem, potentially creating new opportunities for private enterprises.
In the ever-evolving landscape of technology, AI is emerging as a disruptive force, redefining the way we live and work. AI is no longer a futuristic concept. Businesses and governments embracing AI are poised to gain a competitive edge in the long run. Several factors contribute to the greater uptake of the technology, thus maximizing the positive impact of AI on the private sector and our lives at large.
Access to proprietary datasets will be a key differentiating factor between countries that emerge as winners and those that are unable to leverage the AI opportunity. The government's proactive role in establishing data frameworks, along with the private sector's participation in data sharing and standardization, will be pivotal in creating a robust AI ecosystem.

Is Generative AI beginning to deliver on its promise in India? AIdea of India update
One of the key factors that can contribute to greater impact through AI deployment is access to data. We specifically need to focus on improving access to vast amounts of high-quality open and proprietary data, which in turn will enable the development of newer and high-impact AI use cases. Data is a critical component of AI development. We require updated, relevant and customized datasets to move towards more sophisticated and capable AI models. These datasets are also needed for the development of newer AI use cases that can automate redundant tasks or solve pertinent challenges.
Continued development and deployment of complex and capable AI models will require access to both open and proprietary data. This makes the role of the government crucial, as AI policy and other facilitation efforts may help open up government data for wider use in terms of AI innovation in India. In the private sector context, with the right incentives and safeguards, businesses may create new revenue streams by monetizing or licensing their proprietary data.
This podcast series aims to explore the fascinating world of Generative AI Unplugged, its applications, and its impact on various industries. Join us as we dive deep into the realm of artificial intelligence and uncover the innovative techniques used to generate unique and creative outputs.
Our latest report, “Enabling AI development through data access and availability” highlights the need for data and examines how access to datasets has significantly contributed to the development of AI. Governments in United States of America, People’s Republic of China and the European Union have developed the policy and regulatory architecture for both open and proprietary data. These governments have adopted a multifaceted approach covering several key areas, including the interoperability of data, creating standards and guidelines for data governance, ensuring user privacy, and enabling access to data that cannot be released publicly. They have also developed national strategies and established central regulators to maximize the economic and social benefits of AI through effective data use.
EY Tech Trends series is a collection of tech resources, wherein each chapter focuses on the rising shifts in key technology areas and their impact across sectors.
In India, recent government initiatives and announcements, such as financial commitments for data access under the IndiaAI mission and the establishment of a National Data Management Office, aim to level the playing field. These initiatives ensure that researchers and startups can continuously focus on innovation while accessing high-quality datasets through data portals. Despite these announcements, initiatives are yet to take shape on the ground. Additionally, the government must put greater emphasis on access to proprietary datasets, which will be a key differentiating factor to fully leverage the AI opportunity. Policy makers have to address several challenges in the policy and regulatory landscape to ensure greater access to datasets.
These recommendations would help the Indian AI ecosystem improve access to datasets for developing reliable and high-impact AI models, crucial for facilitating India’s technological sovereignty and economic competitiveness.
AI's transformative impact on society hinges on data access, requiring open and proprietary data for advancing its development. Global approaches to data governance emphasize interoperability, data privacy and government data availability. While noting India's commitment to data access, further initiatives relating to proprietary data are essential. The recommendations aim to bolster AI innovation in India through greater access to Data. India’s AI technological sovereignty and economic competitiveness depends on access to updated high-quality datasets.
