KYIV, October 18, 2024. EY is delighted to have contributed to the successful launch of the bidding phase of the PPP project on the provision of the eID services and operations in Armenia (the Project). At this stage of the competitive selection process the prequalified applicants will submit their technical and financial bids and the evaluation commission will review those bids to choose the private investor with the best offer to implement the Project. The deadline for the submission of bids is set to expire on 8 January 2025.
EY multi-profile team provided all required advice and support to achieve this important milestone of the Project as the transaction advisor to the Government of Armenia. Among other things, during the period from the start of the prequalification stage of the PPP tender until the issuance of the request for proposals (RFP), EY completed such key assignments as:
- Assistance with clarifications on the request for qualifications (RFQ)
- Assistance with review of applications and conduct of the prequalification process
- All-around support on the post-qualification matters, particularly (i) assistance and advice at the pre-bid meetings with the prequalified applicants, (ii) development of different working versions of the draft RFP documents (PPP contract, RFP, technical requirements), taking into account the pre-bid discussions, and (iii) clarifications on the pre-bid procedures
- Assistance with the launch of the RFP process, incl. preparation of the final versions of the RFP documents.
EY will continue to provide the transaction support to the Government of Armenia during the current bidding and the subsequent tender award stages, until the commercial and financial closing of the PPP deal.
