KYIV, October 21, 2024. The International Finance Corporation (IFC) engaged EY Ukraine as an advisor on legal, strategic, commercial, and business matters during the implementation of the Ukraine Irrigation Development Project. The project implemented with the support of the Hungarian Ministry of Finance and the Austrian Ministry of Finance.
The project's key objectives were to develop modern and effective tools for establishing and operating water user organizations (WUOs) in Ukraine, in line with global best practices and national legislation, as well as to provide support for establishing pilot WUOs. EY experts developed a WUO Model, which includes standard documents outlining the recommended business model, corporate governance system, and operating model of such organizations.
The EY project team was led by Borys Lobovyk, Head of Legal Practice. Konstantin Neviadomski, Head of Consulting Practice, was responsible for the business advisory part. Mykhailo Prykhodko, Partner, led the finance team; Bogdan Malniev, Partner, led the legal team; and Olena Zababurina, Manager, acted as the project coordinator and key legal expert.
