Cecile Heemels supports public sector organizations in shaping their (digital) transformation. In doing this, she works with both organizations and citizens, who expect high-quality public services.
She studied public administration at Radboud University in Nijmegen and has been working at EY since 2013. Prior to that, she worked for central government and the House of Representatives of the Netherlands, including as a political adviser to the Deputy Prime Minister (Rutte-I Cabinet) and the Minister of Social Affairs and Employment (Balkenende-IV Cabinet).

We live in a digital era that offers enormous opportunities for the Netherlands and public sector organizations. My team and I work towards these goals too, every single day. Together, we aim for achievable results that really benefit both citizens and companies.”
How Cecile is building a better working world
“What is my biggest motivation? Making the Netherlands even better, for all. Because we live in an incredibly beautiful and successful country. But we sometimes get bogged down, for example in rules, processes and the need for control. It’s then that public sector organizations and officials become distanced from their public added value. Ultimately, the government needs to be supportive - digitally. By helping vulnerable people, enforcing the law, giving care for the young, distributing benefits, or providing training. With our in-depth functional knowledge, we help organizations focus on people again and achieve momentum in their plans.”
