The reform for the implementation of SAF-T in Bulgaria enters a new phase

Following the successful completion of the joint project between the National Revenue Agency (NRA) and EY, supported by the European Commission (EC), for the implementation of the new standard for collecting data in a unified format, based on the Standard Audit File for Tax (SAF-T), introduced by the Organisation for Economic Co-operation and Development (OECD), the reform is progressing into a new stage.

Legislative changes to the Tax and Social Security Procedure Code are planned, which will be published for public consultation. The NRA's next steps also include technical preparations, training sessions, and additional measures to ensure the successful implementation of the reform, all of which will be communicated to taxpayers.

SAF-T is an international standard for the electronic exchange of data (such as transactions, payments, and fixed assets) between taxpayers and tax authorities in a standardized format. The implementation in Bulgaria will be phased, initially covering large and medium taxpayers. SAF-T will be supported by standard nomenclatures, such as the Combined Nomenclature for product codes. A working version of the XSD schema is available on the NRA website.
