EY Tax Alert - Changes regarding social vouchers and the methodology for calculating pension rights

Government Emergency Ordinance no. 34/2024 on certain measures to support disadvantaged categories of mother - newborn couples with electronic social vouchers granted from non-reimbursable external funds for newborns and also amending Law no. 227/2015 on the Fiscal Code.

Order no. 322/2024 approving the Methodology for calculating pension rights in application of the provisions of Regulation (EC) no. 883/2004 of the European Parliament and of the Council of 29 April 2004 on the coordination of social security systems, as amended and supplemented, and Regulation (EC) no. 987/2009 of the European Parliament and of the Council of 16 September 2009 laying down the procedure for implementing Regulation (EC) no. 883/2004 on the coordination of social security systems, as amended and supplemented, the provisions of the Trade and Cooperation Agreement between the European Union and the European Atomic Energy Community, of the one part, and the United Kingdom of Great Britain and Northern Ireland, of the other part, and the provisions of the bilateral social security agreements to which Romania is a party, once the provisions of Law no. 360/2023 on the public pension system enter into effect.

Government Emergency Ordinance no. 34/2024 establishes support measures for disadvantaged categories of mother - newborn couples, consisting of social vouchers on electronic support for newborns, as well as other auxiliary measures.

Moroever, Government Emergency Ordinance no. 34/2024  amends also Law no. 227/2015 on the Fiscal Code, as regards the categories of sickness insurance indemnities which remain subject to the health insurance contribution.

Order of the President of the National House of Public Pensions no. 322/2024 approves the Methodology for calculating pension rights in the application of the provisions of the applicable European legislation in the field of social security, as well as of the agreements on social security systems to which Romania is a party, once the provisions of Law no. 360/2023 on the public pension system enter into effect.
