Sebastian Popescu joins EY Romania as Partner and Head of the Grants and Incentives Advisory Service Line, effective March 18, 2024. 

Sebastian brings deep experience and expertise to EY, possessing a profound understanding of the regulatory environment and a successful track record of helping clients obtain grants for investment projects. He will be joined by two seasoned professionals, Monica Badea, and Andreea Sanda-Economu, expanding the existing EY team and creating a leading grants and incentives advisory team on the Romanian market.


We are delighted to welcome Sebastian, Monica, and Andreea to EY and further expand our grants and incentives advisory team. EU funding and state aid have the potential to create a significant socioeconomic impact in Romania in the coming years. EY has an important role to play in this context by helping companies to identify and secure available sources of non-reimbursable funding for investment projects, which simultaneously drive economic transformation in Romania.

Monica Badea, Andreea Sanda-Economu, and Sebastian Popescu have over 15 years of experience advising major foreign and local investors across a variety of industries, including automotive, pharma, aerospace, energy, construction, food, and recycling. Their expertise spans a broad range of financial and business matters, consistently aiding clients in improving financial performance and optimizing business structures.

Sebastian Popescu holds a bachelor's degree in Macro- and Microeconomics, Public Finance, and Financial Engineering from the Academy of Economic Studies in Bucharest, has completed postgraduate studies in Managerial Communication and Human Resources at SNSPA - National School of Political and Administrative Studies in Bucharest and holds an MBA from the Vienna University of Economics and Business. He is a member of the Romanian Chamber of Financial Auditors (CAFR) and of the Institute of Management Consultants (ICMCI - AMCOR).
