Official order on determining professions in which foreigners can be employed for the purpose of eliminating the consequences of floods and landslides

On September 2, 2023, the Act Determining Intervention Measures for Recovery from the Floods and Landslides of August 2023 (ZIUOPZP) came into force. The ZIUOPZP act enables faster procedures in the field of employment of a third-country nationals to aid in the mitigation of flood and landslide effects. In accordance with ZIUPZP, an official order was issued which determines the professions and activities in which foreign workers can be employed, such as: the field of electrical engineering, welders, construction, carpenters, physical work, mechanics, cleaning, cooking, nursing, etc.

In connection to hiring foreign workers for the aid in the mitigation of flood and landslide effects ZIUPZP determines:

►   The execution of exclusively those activities related to the elimination of the consequences of floods and landslides in the territory of Slovenia

►   A condition for employers to already carry out activities with workers from the-mentioned professional fields

►   The possibility for foreign employers to provide services to clients in Slovenia with their assigned workers

The Employment Service is mandated to promptly issue consent to the single work and residence permits for foreign workers, with a maximum processing time of ten days. This simplified process eliminates the need for prior screening of the labor market to determine the availability of suitable local candidates. Those workers who do not require a visa to enter Slovenia, will be able to start working even before the administrative unit issues them a single residence and work permit.
