As the Global Tax Policy Leader, Barbara engages with clients and governments on tax policy development and implementation across the globe.

From 2016 through 2018, Barbara served as Chief Tax Counsel for the Committee on Ways and Means of the United States House of Representatives, where she played a key role in the development and enactment of the recent comprehensive US tax reform.

In earlier public-sector roles, she was the international tax lead for the US Department of the Treasury and business tax counsel for the congressional Joint Committee on Taxation. She also has over 20 years of private sector experience as a tax advisor.

Barbara received a Distinguished Service Award from the Tax Foundation and was included in the list of ten Outstanding Women in Tax published by Tax Analysts. She has an AB from Dartmouth College, a JD from Harvard Law School, and an MBA from the University of Chicago.
