Dinara serves as the Tax & Law Services Leader for Kazakhstan and Central Asia and is based in Almaty. She has more than 20 years of legal experience, including tax controversy and other legal services for a wide range of clients.
Dinara has successfully represented the interests of large multinational and Kazakhstan companies with various state authorities and courts, including claims for value-added tax refunds and representation in administrative proceedings. Her success rate in 2012–2016 was above 70%.
Prior to joining the Moscow team in 2002, she was the only lawyer in the Tax & Law Department in Kazakhstan. Dinara spent a very effective 2 years with the Moscow team, where she specialized in tax litigation and legal due diligence work. After returning to the Almaty office, she built one of the strongest tax litigation teams in Kazakhstan – not only among the Big Four, but also among the biggest international law firms.
In 20 years, Dinara has managed to pump up the legal work handled by EY Kazakhstan – from establishing companies and handling their day-to-day operations to representing clients in multimillion-dollar tax cases.
Dinara graduated from Al-Farabi Kazakh National University (Degree with Honors) and the University of London, LL.M.

Dinara heads the HR Committee of the European Business Association of Kazakhstan. She is a member of the Supreme Court Council (Personnel Reserve Committee) and an active member of the HR and Investment Policy Working Groups of the Foreign Investors’ Council under the President of Kazakhstan.
